延边州教师“十不准”

全州教师必须忠诚于人民的教育事业，坚定教育理想信念，严格遵守国家法律法规，切实规范职业行为，爱岗敬业、教书育人，做学生健康成长指导者和引路人。

1. 不准在言行上违背党和国家的方针政策，不得支持、参与非法组织、非法游行或示威活动，不得宣扬消极颓废、封建腐朽的思想，不得散布有害于学生身心健康的言论，不得信奉邪教、宣扬伪科学；

2. 不准在各级各类考试中徇私舞弊，不得在职称评聘、职务晋升、评优选先等活动中弄虚作假，不得在工作中搬弄是非、拉帮结伙，不得恶意诋毁他人名誉、打击报复、挟私诬告；

3. 不准按考试成绩给学生排名、编座位，不得在教育教学活动中敷衍塞责、无教案上课、不按时批改作业，不得参与黄、赌、毒等国家明令禁止的活动；

4. 不准擅自停课、缺课、调课、占课、拖课，课堂上不得擅自离开、吸烟、讲粗话、接打电话，不得酒后上课、约谈学生，不得带个人情绪上课；

5. 不准无故迟到、早退、旷工，不得在工作时间聊天、炒股、下棋、打牌、玩游戏等做与教育教学无关的事情，不得穿有损教师形象的奇装异服、佩戴夸张首饰；

6. 不准体罚或变相体罚学生，不得出现歧视、讽刺、挖苦、侮辱等有损学生人格、伤害学生自尊的言行，不得在教育教学活动或学生管理评价中不公正对待学生，不得在教育教学活动中遇到突发事件时，不履行保护学生人身安全的职责；

7. 不准利用课余时间私自办班、补课，不得违背课程计划随意加重学生负担，不得参与或动员、组织学生参加校外培训机构的有偿办班或补课；

8. 不准强制学生购买规定以外的教材、书刊、参考资料、文具用品和其他商品，不得以任何名义向学生乱收费或搭车收费；

9. 不准利用职务之便谋取不正当利益，不得收受、索要或变相索要家长或学生财物，不得让家长或学生代办私事，不得随意刁难、指责、训斥学生家长；

10. 不准损害学生合法权益，不得侵犯或公开学生及学生家庭隐私，不得随意将学生逐出课堂或擅自给学生停课，不得强迫学生调班、转学、退学。
