各市（州）、县（市、区）人事局，长白山管委会劳动人事局，中省直各单位人事（干部）处，各企业人力资源部（人事处）：

按照国家人事部《关于完善职称外语考试有关问题的通知》（国人部发[2007]37号）要求，本着从实际出发、区别对待、以人为本的原则，结合我省实际，经研究决定，对我省职称外语考试政策做出相应调整，现将有关调整政策规定通知如下：

一、不作职称英语考试要求的专业技术职务系列和专业

（一）中小学教师系列；

（二）艺术、文学创作系列；

（三）卫生系列中临床中医药专业；

（四）档案、文博系列中古籍整理、历史时期考古专业；

（五）县（市、区）所属企事业单位中的农业、林业、水利、地质、矿山、测绘、勘探、铁路和公路建设施工等专业。

二、作职称英语考试要求的专业系列中予以免试的人员

（一）具有较高外语能力的人员

1．在国外获得学士以上学位（经省级以上政府教育部门认证）或通过专业培训、专业进修及做访问学者等方式连续在国外有半年以上留学经历的专业技术人员；

2．在国内取得硕士学位后评聘中级专业技术职务，在国内取得博士学位后评聘高级专业技术职务的专业技术人员；

3．申报副高级专业技术职务时已参加职称外语考试并达到国家合格标准，申报正高级专业技术职务需再次参加同一级别考试的专业技术人员；

4．正式出版过外文专著、译著的专业技术人员；

5．通过全国工商企业出国培训备选人员外语考试（简称BFT）的专业技术人员；

6．具有外语专业大专以上学历并一直从事本专业工作的专业技术人员；

7．其他能够证明具有较高外语水平的专业技术人员。

（二）能力业绩突出、在本行业本地区作出重要贡献的人员或工作在基层一线的人员

1．在我省工作或提供服务的国家有突出贡献的中青年科学技术管理专家、享受国务院特殊津贴专家、新世纪百千万人才工程国家级人选、中科院百人计划人选、全国优秀博士后研究人员、全国留学回国人员先进个人、国家杰出青年基金获得者、中国青年科技奖获得者、省高级专家、省有突出贡献的中青年专业技术人才、省拔尖创新人才人选以及我省重点引进的急需紧缺高层次人才中评聘高级专业技术职务的专业技术人员；

2．乡镇及其以下基层企事业单位从事各类专业技术工作的人员；

（三）年龄较大并长期从事专业技术的人员

1．在申报年度内距法定退休年龄不足5周年的专业技术人员；

2．继续在专业技术岗位上工作的离退休人员。

（四）其它人员

1．从我省各级党委、人大、政府、政协、法院、检察院、民主党派及群团机关，流动到我省企、事业单位，未保留公务员编制，在专业技术岗位上工作首次评聘专业技术职务的专业技术人员；

2．经我省派出的一次性援助经历在半年以上的援藏、援疆、援外人员在援助期间或回省后首次评聘上一级专业技术职务的专业技术人员；

3．从部队转业到我省企、事业单位，在专业技术岗位上工作的首次评聘专业技术职务军队转业人员；

4．各系列评审初级专业技术职务的专业技术人员；

5．民营企业中的专业技术人员。

三、关于职称外语考试合格证书有效期的问题

我省专业技术人员通过考试取得相应级别的职称外语等级合格证书长期有效。

四、有关要求

（一）此次职称外语考试政策的调整是我省按照国家统一部署，结合我省学科领域的发展状况和各类专业技术人员的实际工作状况，从为专业技术人员提供更加科学、客观、便捷的外语应用能力评价服务，为用人单位合理使用人才服务的大局出发作出的重大决策，各地各部门（单位）要严格执行职称外语考试上述有关政策，不得随意扩大和更改予以免试专业系列和人员的范围，如有发生，一经查实，要严肃处理并追究有关人员责任。

（二）各地各部门（单位）要充分认识到外语是专业技术人员学习国外先进知识和技术，开展对外学术技术交流的重要工具。要将提高专业技术人员外语能力工作纳入各类高层次人才素质建设的总体规划中，对作职称外语考试要求的专业系列和人员，要按照各专业技术职务试行条例的规定，继续坚持职称外语的严格要求；对免予考试的人员，也要通过不同形式和渠道，引导他们不断提高外语水平。

（三）本通知自发布之日起执行。此前有关规定与本通知不一致的，按本通知执行。在政策规定试行中有什么问题请与省人事厅专业技术人员管理处联系。

关于完善我市职称外语考试有关问题的通知

各区县人事局，各部委办局（集团公司）、人民团体、大专院校人事（职称）部门，各职称系列（专业）主管部门：

根据人事部《关于完善职称外语考试有关问题的通知》（国人部发〔2007〕37号）精神，结合我市专业技术队伍人才建设实际，现就完善我市职称外语考试有关问题通知如下：

一、坚持严格要求，不断加强专业技术人员外语能力建设

在专业技术人才队伍建设中，要按照专业技术职务试行条例的规定，继续坚持对职称外语的严格要求，引导广大专业技术人员不断提高外语能力，更好地学习国外先进知识和技术，加强对外学术交流。

二、坚持从实际出发，区别对待，防止职称外语考试“一刀切”和形式主义

（一）符合下列条件之一的专业技术人员，申报职称可不参加职称外语考试：

1．具有国家认定的相应留学经历的；

2．申报副高级职称时取得人事部颁发的职称外语考试合格证书或考试成绩达到国家通用标准，申报正高级职称时需再次参加同一级别考试的；

3．取得大学英语6级合格证书或外语专业大专以上毕业证书的；

4．获得博士或硕士学位的；

5．通过BFT考试中（I）级并取得全科合格证书者申报中级职称的，通过BFT考试高（A）级并取得全科合格证书者申报高级职称的；

6．出版过5万字以上外文专著、译著，并经主管区县局（集团公司）审核认定的；

7．取得外语大专以上学历并从事本专业工作，申报职称有第二外语要求的；

8．长期在野外从事农业、林业、水利、采矿、测绘、勘探、铁路施工、公路施工等专业技术工作，并经主管区县局（集团公司）审核确认的；

9．经审核确认，专业技术工作业绩显著、贡献突出，在本行业本地区做出重要贡献的；

10．申报各系列初级职称的。

（二）对年满40周岁以上，并长期从事专业技术工作的专业技术人员，可放宽外语成绩要求，在确定当年职称外语考试地方通用标准时适当降低分数线。

（三）符合下列条件之一的专业技术人员，除申报对外语有较高要求的系列职称可放宽外语成绩要求外，申报其他系列职称可不参加职称外语考试：

1．年满50周岁以上，并长期从事专业技术工作的；2.在乡镇以下基层单位从事专业技术工作的。

（四）凡从事具有中国特色、民族传统的临床中医药、

民族医药、工艺美术、古籍整理、历史时期考古等专业技术工作的，可不参加外语考试。

（五）通过专业技术资格或职（执）业资格考试取得证书的专业技术人员，聘任专业技术职务时，由用人单位根据岗位需要自主决定外语水平要求。

凡申请职称外语免试或放宽成绩要求的，均需填写《职称外语考试免试（放宽成绩）申请表》，并提供相关证明材料，在申报职称时随评审材料一并报评委会日常工作部门。

三、职称外语考试成绩使用办法

（一）人事部确定当年全国职称外语考试各语种、级别、类别的全国通用标准，成绩达到全国通用标准的，其成绩有效期至评聘相应级别的专业技术职称止。

（二）我市根据当年本市参加全国职称外语考试情况，确定各语种、级别、类别的地方通用标准，成绩达到我市地方通用标准的，其成绩在当年评聘相应级别的专业技术职称时有效。
